Prefix-search accounts in the partner org

Case-insensitive prefix autocomplete across email, firstName, and lastName for accounts that belong to the requesting partner. A whitespace-separated query (e.g. "John Smith") matches first name prefix AND last name prefix together. Results are capped at 50.
