Schedule a project's deletion — its data is deleted when the grace ends (owner/admin; name-confirmed)

Scheduled, not immediate: the project pauses and stops counting toward the plan's projects, extra-project fee and add-ons at once; its data is torn down at the returned destroy_after (deletion_grace_seconds from now), and cancel-project-deletion reverses it until then. The org's owners and admins are emailed when it is scheduled, cancelled and done.
