orgs

Schedule the org's deletion (owner only; name-confirmed). The org is suspended and every project stopped now; at destroy_after (the grace, 7 days) the projects and their data, the members and API keys are removed and billing ends with a final invoice. Until then an owner can cancel it (POST /v1/orgs/{org_id}/cancel-deletion). Refused with 402 while the org owes money.
