Gets all active qualification and certification types

Each qualification and certification type returns a ParentQualificationAndCertification which can be used to map linked qualifications and certifications from the /Reference/QualificationsAndCertifications method

Qualification and certification types can also optionally by filtered by parent qualification and certification id
