Cancel a fixed-price plan within the 14-day cooling-off period

Within 14 days of the order's first payment (until the end of the 14th London calendar day after it), cancels the fixed-price plan: every server the order delivered is terminated now, and what was paid for the term is refunded less a proportionate charge for the time until the cancel, within 14 days. A yearly plan also has the same 14-day period after each renewal payment, while that renewal is its latest invoice; the refund is then pro rata against the renewal. Monthly renewals have none. Repeating the request answers the cancel already made. After the period it answers 409 cooling_off_expired. Requires instances:delete, because it terminates servers.
