Deactivate tier structure

Moves the tier structure from ACTIVE to INACTIVE. No request body. Any other status returns 400 (invalid_state_transition). Returns 423 when an active reward (connected_active_reward) or an active card definition (connected_active_card_definition) still uses the tier structure.

Tier qualification tracking model.

Current lifecycle status of the tier structure.
