Resend the customer email verification link.

Issues a new email verification token and sends it to the given address.

This endpoint always responds 200 with an empty body, whether or not an account exists for the address. That is deliberate: a differentiated response would let an unauthenticated caller test which addresses are registered.

Sending is rate limited per account (a short cooldown between sends and a daily cap). Requests that exceed either limit still return 200 without sending.
