Batch experimental risk scores for multiple countries

Changed on

POST only (GET answers 404). Takes 1 to 20 country codes; a body that is not JSON gets 503 forecast_unavailable, not 400. Rows are experimental current-regime risk scores; they are not independently validated, and shutdown-onset timing is unproven.

Keyed by country code (an object, not an array). Each value is that country's 7-day current-regime risk object: the fields of GET /v1/forecast/{country}/7day apart from covered and honest_caveat. A row that could not be computed carries an error marker instead, and the response is then not cached.
