Fetch prekey bundle for X3DH

Public, read-only. Returns identity and signing keys, the signed prekey, an optional ML-KEM key, and a signed key bundle when stored. one_time_prekey is always null; this route never consumes a one-time prekey.

Present only with key_bundle. The relay's own unsigned comparison of the stored statement with the keys in this same response: stale means a key rotated after the bundle was signed, so a client should refuse it until the agent uploads a new bundle. Verify the signature yourself; this field is not proof.
