Censorship risk heuristic (experimental)

Experimental heuristic; requires an API key. Not a validated prediction; no accuracy claim. currentRisk is the country's live OONI anomaly rate, or a fixed fallback score when live data is missing (dataSource says which; modelVersion ooni-anomaly-heuristic-v1, method "experimental heuristic: OONI anomaly rate"). predictedRisk equals currentRisk and trend is always "stable" (trendModeled false): no trend or onset model runs, so onset timing is unproven. horizon is echoed, not modeled. factors names the single input currentRisk comes from. With a target domain, mlPrediction gives the per-domain blocked probability from the ML service (source ml_service). If the service does not answer, its values are null with source unavailable; a low service value for a domain on the static known-blocked list is withheld (null values, source withheld). The list is not measurement evidence and never supplies a value; mlPrediction.note says why a value is missing. Apart from timestamp, the same input and the same upstream data give the same output.

Grows with the OONI measurement count: (0.5 + measurementCount/100000, capped at 0.95) x 0.9 with live data. Without live data it is the country's fallback-table confidence x 0.9, or 0.45 when the country has no table entry. Not a calibrated probability.

Always "stable"; no trend is modeled (see trendModeled).
