The Plan Evidence Brief (W10a / Appendix H8): the one-page, forwardable payload assembled server-side from the record already built — zero Athena queries beyond the record's own. Same spend guard + a dedicated brief cache. 404 when the plan itself is not on record, 503 on an unreachable substrate.
