Manual payout context for a creator

The preflight for POST /payouts/manual. Returns the creator's current active campaign assignment (the only campaignId a manual payout may carry, with the currency it then has to use), whether that campaign has due payouts waiting, and whether the creator is a marketplace hire (paid with payoutProvider="talentir" in every currency Talentir supports).
