GET /public-api-docs/{slug}/ — raw markdown for one concept doc.

slug is looked up as a key of the allow-list built in public_api.docs_content; never joined into a filesystem path. Any slug not a key of the allow-list — including path-traversal payloads — 404s via get_concept_doc.
