Get canonical email template for a use case

Returns the canonical default_instructions and every system email template registered for a use_case (e.g. intro_request, sales, recruiting). Copy these verbatim when drafting sequence steps for submit_plan. Part of the project-planning flow — the plan_a_project prompt orchestrates create_project → get_planner_skills → get_email_template → submit_plan; start there when the user wants to run outreach.
