Targets must be enabled locales. Charges kb_article_translate credits per target language, on success. If the balance can't cover every target, nothing is translated (403 limit_exceeded).

Scope: knowledge_base:write

Role permission: canEdit (OAuth only — API keys carry full workspace permissions)
