Prepare an isolated one-time credit order for an eligible active USD subscriber. No payment or generation is started. Reuse the client-generated order UUID when retrying. Show every returned term before requesting payment approval. A team can create up to 20 new quotes per hour; more return 429 with code rate_limited.
