P3-A cutover: the second local baseline handler (POST /api/tasks/:id/baseline-page) keeps its own op — stores { page: { version: 1, elements, capturedAt, truncated } } as the baseline-page.json system file. Scope tasks:write per the published CLI online-mode call. Write — Phase 3.
