Creates or updates a badge

Calling this operation will create or update a badge for the site (scope) present in the authentication token. The payload in this request requires a label that acts as the key for the created badge. If the label already exists, the remaining badge information will be updated, otherwise a new badge will be created. Badges must exist before being assigned to users.
