Create an clinic patient upload group

This endpoint is available to Group API Keys only.

Create an clinic patient upload group after uploading the raw files to our file server.

Newly created upload groups are asynchronously posted to a clinic patient's timeline in our PIMS. They will be immediately visible through this API but may not appear to clinicians utilizing the PIMS for several minutes.
