Apply for an entry

Files an application, which a reviewer decides; you are told by email, and can follow it at /applications/{id}. Check first with GET /applications/check.json: an item already on an entry is refused, as is an item Wikidata has merged into another (the message names the item it kept), and asking again about one you already have open answers that one (?dup=1). 10 a day. A refusal is the form again, as HTML, with every value kept and each problem beside its field.
