When an entry last changed

When the entry last changed, never cached: a cheap way to tell whether a copy you hold is stale. An old name answers for the entry it leads to. Each call counts as someone reading the entry, which helps decide what the Wikidata sync refreshes first; add quiet to a call that should not count.
