Get Talk Session Audio Url

Presigned (1 h) link to the recorded audio of an alarm-scoped Live Talk session, for the internal escalations log. OPS LEADS ONLY (owner | monitoring_manager); customers, site managers and operators get 403. The session's alarm must be in the caller's scope. 404 when nothing was recorded or the 30-day original has expired. The link is never logged.
