operator_id -> display name. Empty when operators_visible is false.

operators_visibleboolean required

False for callers who may not see center staffing (site managers). Their counts are still computed over their own sites; only the operator identities are withheld, so the UI should hide the seat column rather than render 'nobody seated'.

center_timezonestring nullable

Configured monitoring-center zone; null when unset.
