Post Infra Alarm
SNS webhook: CloudWatch alarm state changes land in the system log.
Authentication is the SNS envelope's own cryptographic signature plus a TopicArn pin (ALARM_SNS_TOPIC_ARN) — no secret in the URL. SNS posts as text/plain, so the body is parsed from the raw payload rather than a Pydantic model. Journal writes are strict: a failed write returns 5xx so SNS redelivers instead of the alarm being lost.
