List protocols with optional filters. Public.

Single-select category filter accepts repeatable ?category=X values matching project convention. Pydantic enforces max_length=1 on Create/Update.

Visibility filter: hides is_private=True AND is_active=False rows. Admin bypass via ?include_inactive=true with a Privy admin JWT; non-admin's param silently ignored.
