List Organisations

List public, active organisations.

Filter is is_private==False AND is_active==True. The ?include_inactive=true admin bypass lets admin users (Privy JWT, role ∈ {admin, super_admin}) request the bypass to see archived orgs; non-admin's param is silently ignored. Used by the admin list page so admin can find archived orgs to un-archive them.
