List Incidents

Hack incidents, newest first, confirmed only unless asked otherwise.

Incidents carry a confidence tier: rumored, then corroborated, then confirmed. min_status sets the floor and defaults to confirmed, so the feed reads exactly as it did before tiers existed; lower tiers are opt-in and every item carries its own status.

Every incident at or above the floor is listed, including ones at protocols Verdict does not rate; matched_protocol says which is which. since is how a polling consumer catches up without re-reading the whole feed.
