Perform action on a cluster node

Start or shut down a single node inside a cluster (worker, jumphost, or CPU service node).

Supported `action` values:
- `boot` — start the node
- `shutdown` — graceful shutdown
- `force_shutdown` — force the node off
post/v1/clusters/{clusterId}/nodes/{nodeId}/actions
