Transfer Workflow Play

Move a workflow play (and every credit row tagged with its play_id) from the authenticated workspace to target_org_id.

The caller must be a member of both the source workspace (auth.org_id, which currently owns the play) and the target workspace. Updates run in a single transaction across workflow_plays (FKs cascade to runs/sync/actions/ approvals/events) and the four credit ledger tables that carry play_id as a free-text tag.
