Get Billing Plans

Return the purchasable plan catalog. Public — no auth, no Stripe call.

The catalog is static pricing copy, not workspace billing state, so it stays reachable without auth. MANAGE_BILLING gates the routes that read or mutate a workspace's actual subscription.

Pricing/seats/credits live in PLAN_CONFIG; edit there to reconfigure.
