Re-sequence routes

Moves deliveries between routes of a PROCESSED plan and re-sequences the routes you send. Each item names a route id and the deliveries it should contain; an empty list removes the route. The lot moves to OPTIMIZING; read it with GET /lots/{id}/plan until it is PROCESSED again.

Returns 409 when the lot is not PROCESSED, and 404 when a route or delivery does not belong to the lot.
