Anonymous vendor search

Anonymous. Substring search over business name, prior names (aka), license number, and city across the scored Florida DBPR vendor database. Returns a bare JSON array (not the {data,meta,error} envelope); errors return {"error":"..."}. Rate limited to 60 requests per minute per IP.

Case-insensitive exact city match, combined with q via AND.
