Fetch a stored OpenVEX document

Public by design — a VEX document is meant to be handed to someone.

It carries no source paths or project name: package names, versions, advisory ids, plus opaque source-scope counts/digests. That is comparable to a published SBOM, which is the point of the format. The IR never goes in here.
