Start an agent connect request (no key needed)

Device-authorization style sign-in for agents. Show the user verification_uri_complete; they sign in and approve. Then poll /v1/agent/connect/poll with request_id and poll_token every interval seconds until it returns api_key (once). Requests expire after 15 minutes.
