Add words, files or a voice note to a report sent earlier

Multipart: addition (JSON: id, key, text), up to 10 attachment parts (25 MB together) and a voice note (5 minutes, transcribed). The key is the one sent with the report, or the owner's key from GET /mine. Becomes a comment on the report's Linear issue once it is filed.
