Sync People To Hubspot

Stage or execute a HubSpot sync for the given People.

Direct path (policy off) upserts immediately; governed path (policy on, or any agent-initiated request) creates a ChangeRequest gated by the CRM Sync Approvers group. One-diff parity is preserved by build_sync_diff.
