Measure Global Lift

Compute one cohort split and N per-metric lift cards for the org.

Cohorts (treated + control) are pulled once and shared across every metric on the request. Each card runs series_by_bucket per arm and emits a directional treated − control lift (rate diff for boolean, mean diff for value) — no significance gating, see MeasureGlobalLiftUseCase's module docstring. Rate-limited per (org, user). The cap was 2/60s when this was a manual refresh-button callsite; the Overview dashboard now drives it on every mount and on every (event, window, granularity) URL change, so the cap is set to absorb a normal interaction burst (a window flip across 5 options costs 5 distinct cache keys). 30/60s matches update_organization_settings. Inline rate-limit rather than dependency-decorator to mirror measure_goal_attribute_binding.
