Adding a new value requires registering an executor in the ai_proposed_actions_uc registry — the dispatcher rejects unknown types so a value can never land here without a code path.

NEW_VARIANT proposes a from-scratch variant for human approval; approving it creates + approves the variant and creates no experiment.
