Run one forced-tool turn and stream the canonical SSE events.

Event schema is the frozen list: text_delta, tool_call_start, tool_call_end, turn_done, error, persisted. The stream closes on persisted; no bespoke event names are permitted on this route — see root CLAUDE.md → "Consolidate at the Right Layer" and backend/src/api/CLAUDE.md rule 16.
