THRESHOLD is the over-generate, grade, and gate pipeline (:class:DraftLifecycleCopyUseCase) under VsSelectionPolicy.THRESHOLD: one emission of candidates, one grading pass, and every candidate clearing the absolute bar is revealed (0 to n).
