Ignore or restore a content gap

Hides a prompt gap from GET /v1/projects/{projectId}/geo/gaps and from brief planning, or brings it back. promptId is the id of a row in promptGaps. Ignored gaps are not listed, so keep the id to restore one later. The id is not checked against the gap list.
