Lock Upgrade

Bump the requested pins (every drifting pin when components is omitted) to latest and validate there — breaking or not. Persists nothing: the "try it" step of the agent's upgrade (dollar-volume spec 02 §3), with the same semantics as strategy_components_upgrade (lock_upgrade.bump_pins, one owner). changes are the drift entries of the requested pins; a breaking bump comes back valid: false with the issues to recompose against.
