Get Account Equity

Observed venue equity for a connected account (deploy-wizard-v2 spec 03 §5).

The value+as-of sibling of the boolean check-deposit probe, built on the SAME infrastructure: fresh mode resolution, then the mode-routed valuation (get_account_value_for_mode). Fail-closed on venue trouble — a 502/409 the client catches to degrade back to the boolean probe; the endpoint never fabricates or caches a value (funding is advisory, so a failed read must read as "unavailable", not as a number).
