Put the newest version into service.

422 when the stored document could never notify anyone, and also when it no longer validates -- a rule stored before a vocabulary change can stop being activatable, which is the honest answer rather than activating something the evaluator would refuse. now_uncovered names what the version it replaced covered and this one does not.
