Preview On Call List

The fields a change sets; the ones left out keep their value.

first_handoff_local is a clock time in the list's time zone, with no offset. on_call_now_user_id says who is on call from now until the next handoff; without it, whoever is on call stays on call.

Someone on call for [starts_at, ends_at). A time with no offset is read in the list's time zone.
