Get questionnaire comments

Returns all comments for a questionnaire grouped by question ID with threaded replies. Comments are organized in a map where keys are question IDs (or "top_level" for comments not associated with a question). Within each group, comments are sorted by creation date in descending order (oldest first). Each comment may have nested replies. Note: Comments are only available for private questionnaires, not public questionnaires.

Required API key permissions: VendorRisk (select when creating API key in Account Settings)
