Locate Report

Bare report id → the domain it lives on (staff only).

Everything else in this file resolves reports through the caller's current domain, so a /reports/<id> URL without ?domain= 404s on any other workspace. The frontend calls this on that 404 and re-enters through the ?domain= deep link. Non-superusers get the same 404 as a missing report — no cross-domain existence probe.
