Start GitHub source OAuth flow

Generates a pending OAuth session and returns the GitHub authorization URL for the frontend to redirect to. The callback at /sources/oauth/github/callback will store the access token, then the frontend creates the permanent connection via POST /sources with { oauthPendingId }.
