Get Reaction Templates

The M3 reaction-template register, as the frontend needs it: template id -> name, substrates, ordered steps (chemistry + enzyme), X band, position rules, demand rule and source. Served from the SAME validated register the generator fires from (services/reaction_templates.catalog), so a picker never grows a second hand-maintained options list the way the enzyme select did.
