Propose Stream

与 POST /drafts 同一件事，边做边推进度（SSE，2026-09-28）：每做完一段推一条 stage，最后推整份草稿。 草稿在后台线程里用自己的会话建、自己提交——请求的会话在响应开始流出前就关了。浏览器中途断开时草稿照样建好， 在「我的规划」里能找到。
